Performance Measurement Systems in Czech Organizations (CZ.3.01.2012.221.002)

The main objective of this project is the identification and characterization of current systems, methods and approaches to performance measurement in organizations within the Czech Republic.

Current outputs of this project are described below and are availabile to free download but only in czech language. Data published in all outputs are based on a sample of Czech organizations that was selected by stratified random sampling; 331 telephone interviews (CATI) were conducted.

Reflection of the benefits from performance evaluation by Czech organizations

Analysis is focused on selected performance monitoring benefits and their evaluation by managers of the organizations.

Current organization performance

Analysis of the research results provides information about self-reflection of the organization in terms of achieving the desired objectives and the evaluation of its own performance. The results also provide information about factors affecting the achievement of objectives of the organization. 

Performance indicators monitored in Czech organizations

Analysis describes the main performance indicators that Czech organizations monitor to evaluate their own performance. Results describe the selected indicators in seven areas: financial indicators, indicators related to customers, employees, operational processes and innovation, as well as indicators of the quality of products or services and those related to corporate social responsibility.

Selected issues in performance evaluation

Analysis of the research results shows selected areas in which most organizations struggle with implementing measures resulting from performance measurement. The most mentioned issues are: financial return, unclear objectives and collaboration in performance measurement, problems with data (lack of data, confusion and data fragmentation), insufficient capacity, low capability for performance measurement and inadequate support for performance monitoring in the organization. Attention is given to this group of five most frequently mentioned problems.

Methods of performance evaluation

Analysis of the research results is focused on a description of the most commonly used methods to measure performance in organizations. Attention was given to standardized systems of performance measurement, as well as other methods that organizations use.

Areas of performance measurement

Research findings provide a comparison of the predetermined goals with actually achieved results in selected areas, particularly financial, sales, human resources and ICT.

Extent of goal achievement in Czech organizations

This article describes the various organizations in the Czech Republic in terms of attaining their company goals. The article also provides a list of methods used for performance monitoring, enabling management to monitor the degree of goal achievement. Attention is given to the standardized methods for performance measurement (Activity Based Management, Balanced Scorecard, Performance Prism and Total Performance Scorecard) and also other approaches that Czech organizations use.

Approaches to performance measurement in Czech organizations

This article describes selected methods and approaches that organizations in the Czech Republic used to measure their own performance. The analysis focuses on the selection of individual performance measurement systems but also on ways of their implementation. From the reported findings the performance of Czech organizations is further apparent. The results also compare the different approaches to performance measurement in different types of organizations (compared on the basis of turnover, industry and number of employees).

Importance of performance measurement from the perspective of Czech organizations

Results show how important the performance monitoring is for organizations with respect to the needs of evidence-based management. Performance measurement offers the possibility of adjusting a company's strategy to external conditions and of gaining feedback on the activities of the organization. Performance measurement in Czech companies also grants options for business processes integration.

Monitored financial indicators

This article describes the current practice of examined organizations regarding management based on a set of financial indicators. Within these monitored financial indicators, attention was paid to profitability; ROI and ROCE. Among other indicators that Czech organizations use for performance management are for example, cost reduction and increased sales.

Performance Indicators in Human Resource Management

It describes the use of performance evaluation outcome at Czech organization. The results show that companies use performance indicators most frequently for practices that are considered as cornerstone of performance management, i.e. for control and corrections. Although the control purpose has features of strategic management, in terms of making changes organizations tend to focus on partial corrections. It is also possible to infer that organization tend to be less active in overall systematic improvement based on performance information.

Use of employee data for monitoring organisation performance

The article describes the use of monitoring attendance, fluctuation rate, employee satisfaction and rate of human capital development among Czech organisations. The results indicate that the use of employee data represents a generally accepted method of performance evaluation in human resource management in the Czech environment.

Application of performance evaluation outcomes

It describes the use of performance evaluation outcome at Czech organization. The results show that companies use performance indicators most frequently for control and corrections. It is possible to infer that organization tend to be less active in overall systematic improvement based on performance information.

Application of performance Indicators and Organizational Culture

The paper focuses on use of performance evaluation outputs for the sharing of important organizational content and for the integration of the activities of participants of the organization.

Barriers to the Adoption of Performance Measurement System

Data analysis describes to what extent organisations consider selected issues of adoption of performance management systems (i.e., financial demands, lack of information and difficulty of implementation) problematic and the influence of size on the organisation’s attitude in making the decision as to the adoption of a performance management system.

Lack of information as a barrier to the adoption of performance measurement system at organisations

The article presents the obstacles to the adoption of a performance management system, in particular the shortage of information for choosing the optimum performance management tool. The analysis also focuses on the connection between the perceived lack of information for selecting a performance management system and the current performance management practice (the presence of performance management in the various fields of organisational activity).

Performance measurement systems in Czech orgnizations

Based on the results of comprehensive research, different areas in which Czech organizations monitor their performance are described; attention is focused on financial management, sales, marketing, human resource management, etc. At the same time, the methods that organizations use for monitoring and measuring their performance are analyzed. Other findings that illustrate the current situation in Czech industrial enterprises regarding approaches to performance measurement are provided. Among others, the data on success rate in achieving the company goals and the list of indicators used for performance measurement are presented.

 

 

Attitudes of Czech Inhabitants towards Regional Policy of the European Union (CZ.3.02.2013.221.004)

The main objective of this project is to analyze the awareness and knowledge of the inhabitants of the Czech Republic on various aspects of EU regional policy implemented in the Czech Republic through individual operational programs

Current outputs of this project are described below and are availabile to free download but only in czech language. Results published in all outputs are based on a sample of the Czech population that was selected by quota sampling; 2,114 face-to-face interviews were conducted.

Attitudes of Czech inhabitants towards EU operational programs

This leaflet identifies the awareness of the Czech population regarding the operational programs in the Czech Republic. It also analyzes the interest in information of individual operational programs and the perception of their usefulness.

Czech citizens’ attitudes to the evaluation of impact of European projects

The leaflet focuses on the Czech citizens’ attitude to the evaluation of impact of European projects on the development of regions. It also identifies the areas into which European subsidies should be channelled with priority.

Perceived benefits of projects financed from EU funds

The presented results focus on the perceived benefits of projects financed from EU funds as seen by Czech citizens. The article describes the most frequently mentioned positive and negative impacts of projects including a global evaluation of the projects’ impacts and benefits.


POPULARIZING ARTICLES

Czech citizens’ attitudes to the observance of the goals of the EU Cohesion Policy

The results of the analysis illustrate the Czech citizens’ attitude to the European subsidies provided for the development of the less affluent and socially backward regions in the Czech Republic. Attention is also focused on an evaluation of the efficiency of the funds expended in this respect.

Relevance of the content of communication on the EU regional policy

The specific information that is of the greatest interest to the Czech citizens was identified in connection with the observance of the goals of the EU regional policy. The article describes both the positive and the negative aspects associated with the implementation of the EU’s regional policy.

 

 

Research and development in industrial enterprises in the Czech Republic (CZ.6.06.2014.221.014)

The main objective of the whole project is to evaluate the actual state of R&D within industrial enterprises in the Czech Republic and to identify the potential for future development of R&D. Results published in this article are based on data, which was obtained from 204 organizations (selected by stratified random sampling) by computer assisted telephone interviewing (CATI) in November 2014 in the Czech Republic.
